Err, ignore my previous response, it wasn't to the question you asked.

But why does it take a long time? You can do

        svn add file
        svn ps p1 v1 file
        svn ps p2 v2 file
        svn ps p3 v3 file
        svn ci file

and only the last line is done over the network.
