The Subversion documentation, which is the one that is mandatory, says that
the post-commit hook is only run when a new revision was created, see the
link below.

I guess not. If you'd explain what you need that for, someone might come up
with a recipe that doesn't involve the post-commit hook.

Also, if you can, please send a short bug report with the URL where the TSVN
manual makes that claim to users_at_tortoisesvn.tigris.org, so they can fix
that.
