Anyway, this thread lead to some discussions on dev@ over the weekend,
and we're working on a patch that makes 'svnadmin upgrade' create
fsfs.conf if it's missing and makes 'svnadmin hotcopy' give a clearer
error message. Hopefully it'll be in 1.6.13.
