Where are you finding links to these URLs in the first place?

If you want to "suggest to the Apache team" then you are on the wrong
mailing list. This list is for Subversion *Users* to discuss & ask
questions about *using* Subversion.

Those 2 URLs show very different (and both are correct) content for
me. Perhaps your DNS, proxy and/or cache is configured improperly?
