It appeared to me that the "db/fsfs.conf" files were wiped out during
my upgrade of the CollabNet Subversion Server. This caused my hotcopy
backups to fail. I used "svnadmin create" to create a junk repository
and copied the resulting "db/fsfs.conf" file into my existing
repositories. That fixed it.
