svnadmin hotcopy fail with 1.6.11

I just updated a server from 1.6.3 to 1.6.11, running on Fedora 7. I didn't do a dump and load on the repository.

When running svnadmin hotcopy on the repo, I get a complaint about file fsfs.conf not found. When I looked in the repo, I didn't see this file, so that explains the error. But what has changed between 1.6.3 and 1.6.11 that would cause this error, and better yet, how do I fix it?
