As mentioned, 1.4.6 is old, you should use a more recent version.

What is Intersystem's Cache? Generally, the base SVN install provides a
commandline interface (no, this has nothing to do with DOS, it is a regular
win32 executable, provided you are on MS Windows) which you can use for
simple scripting. Further, Subversion provides APIs for various languages,
which you can use for more complex integration tasks.

There are various clients out there that integrate Subversion into various
other systems, typically IDEs. Just checking the web could turn up one.
Otherwise, the probably most popular client on MS Windows is TortoiseSVN,
which integrates into the Explorer.
