Very likely.
The height of the backport voting season happens when Hyrum
announces that he's thinking about making a new release.
Issue #3242 is important enough that I'd expect many developers
to strongly consider reviewing it once 1.6.10 is near (myself included).
The fix already has two votes and needs just one more vote to make
the release.

Mercurial is nice, too. But afaik it does not have path-based authz,
so I wonder why you'd consider Mercurial if you need authz so much
that you care about issue #3242?
