It's legal junk that's driving this, really. The 1.6.x Subversion line
still carries the original license, so it cannot be promoted or carried as
an Apache release. We determined that, rather than fuss with changing the
license on the 1.6.x line, we'll just keep making the 1.6.x releases on
Tigris.org, and 1.7.0 will be our first (of hopefully many, many) Apache
releases.
