I think yes. Generally, I think you can just install the newer version which
will then effectively replace/upgrade the older one. In any case,
uninstalling and then installing should always work.

Two more notes:
 - You mentioned using TSVN. TSVN definitely can be upgraded by installing a
new version. I'm not sure if it includes svnserve though, I have all my
repositories hosted on Debian machines, so I don't know about the MS Windows
world as far as serving is concerned.
 - You should take a look at the mailing list archives concerning the MS
Windows 7 support. While it should be compatible, it is still rather new and
support might have some bugs still. Since I'm not concerned with MS Windows 7
or even Vista (using XP here), I also can't guide you there.
