The neon builds can be configured in various different ways, so, it
could easily be a difference in the builds. If you run:

 $ strings /usr/lib/libneon.so.27 | grep Library

(if that is the correct location of the neon library on your box)

are they both built against GnuTLS or OpenSSL?

If GnuTLS, are the versions of GnuTLS on both machines also the same?

The stderr output with

neon-debug-mask = 258

configured in ~/.subversion/servers might be useful.
