Obviously CollabNet believes their Apache and Subversion will work together, and many users are using it successfully, otherwise this list would be overflowing with complaints. Also, I don't use Windows, but I've understood that compiling software on Windows is difficult, so that wouldn't have been my first suggestion. Instead I would suggest you first try updating to the latest version of Apache and Subversion, using CollabNet's binaries, since you're already familiar with those.
