svnsync through proxy?

I have svnsync set up to keep local backup copies of some offsite
development work, but recently the network firewalling has changed so
this server can't reach the targets without using a proxy. The target
URL's are http://. Is there a way to tell svnsync to use an http proxy?
It doesn't seem to observe the standard http_proxy= environment setting
unless I've done something wrong.
