svnversion CMD behaviour in connection with externals

Hello,

I was wondering about the intended behaviour of the 'svnversion'
command for working copies that contain externals with fixed revision
number.

The current version of svnversion shows such working copies as mixed
revision working copies.

From my understanding of subversion design I would expect it to ignore
external revision numbers.

Is this a BUG?
