Hi, I also had this problem.

I suspected there was a path related problem as I realised that I had several svn clients etc installed on my pc.
Editing the path did not solver the problem so I figured the path for loading the libraries must have been set in the registry
during an installation.

The dependency walker ( Thanks !! ) confirmed it so I uninstalled all the other clients etc and updated all my paths and on reboot everything is working fine.

It turned out that I had a Collabnet client installation and this was the path being used by the Collabnet svn server installation binary causing the error.
