How do I find out how svnserve is being started?
I'm not sure what mode it is running in or how to figure that out.
Once I find that out do I need to start svnserve and then restart it with
"svnserve -r /foo/bar/subversion"?

"Figure out how svnserve is being started on your server. Wherever this
is happening, it is running something like "svnserve -r /foo/bar/
subversion/repositories". Change this to "svnserve -r /foo/bar/
subversion".
