The server is using a self-signed certificate, or a certificate signed
by a CA which your client doesn't understand. Only you can decide if
you want to accept this certificate, in effect saying "yes, I believe
this site is who it says it is."
Your issue/concern is with the people running tools.assembla.com, not
Subversion itself. They've chosen to serve their repository via HTTPs,
but set up their certificate such that additional steps are required
to complete the connection properly.
