How do I get an svn repository to send an email out when a commit happens?

I'm not sure how this installation of svn was installed so I can't find the
tools/hook-scripts directory to experiment with commit-email.pl.
Is there a way to simply add the email configuration to the web dav
descriptor in ssl.conf?

It appears to be a CollabNet-Subversion installation but I don't see the
hook-scripts dir or any helpful script directories.
