VisualSVN Server older than 2.0.x requires read/write access for all
parent directories of repositories (nasty Apache behavior). This
problem was fixed in VisualSVN Server 2.0
So make sure that you are using latest VisualSVN Server or configure
permissions for \\iflmuw-vss-53\SVN directory too.
