encryption for clients without Cyrus SASL support

Hi,

I am serving a repository using both the "svn" protocol and "svn+ssh" for
different clients. We require encryption, so I have "min-encryption = 128"
in svnserve.conf.

Now along comes a client without Cyrus SASL support (like the one Mac OS X
users seem to have installed by default), and tries to connect with svn+ssh.
This fails with "Cannot negotiate authentication mechanism".

I was under the impression that tunnel mode should pre-authenticate the
client, so why is this happening?

The server runs Debian's subversion 1.6.3dfsg-1.
