Commit file with chinese characters in filename produces "400 bad request"

Hi,
Sorry I have already post this into your bug tracker. Since I did not
confirm it is a bug, I will need to ask in this mailing list first.
I installed TortoiseSVN in my traditional Chinese windows XP virtual
machine, connecting to my Team Foundation Server with SvnBridge.
Adding a file with Chinese filename completed with no problem, but
commit the same file after modification produces "400 bad request".
I used fiddler to capture traffic, and I found out that CHECKOUT
message is not properly escaped, but add messages are properly
escaped. The same problem occurs in both TortoiseSVN and command line
client.
Sorry if I break the standard bug report procedure.
