Depends on how strict you define your needs and how responsible your userbase,
there's many different tools available, from wiki to trac.

I'm using WackoWiki http://wackowiki.org/ for my own projects.
It's not actively developed lately, but feature-rich and I haven't been hit by
any serious bugs.
