asterisked rev number in mergeinfo

A user recently merged from trunk to a branch, then reintegrated the branch back to trunk. Finally he did a record-only merge back to the branch so the branch could continue to be used.
However, when running "svn pg svn:mergeinfo https://....." on the branch, a rev number with an asterisk now appears:
/mod1/trunk:9654-18396,18398*
We aren't really sure why this is here, it's not happened previously and searches have turned little information which is contradictory. One search said it meant it was non-inheritable. Another search said it meant it was only a partial merge.
The server was recently upgraded to 1.6.5 and the client used was also 1.6.5.
What does the asterisk mean?
