can i use "svnsync" as backup and restore mechanism?

Hi,

I think I might have ask this question before... Can i use "svnsync" as
backup and restore mechanism? Can i restore the svn repository completely
with svnsync? I understand that I may not be able to restore properties,
hooks from svnsync, and what else?
