Delete bug?

Hi,

I've noticed that there's an issue when you delete a file and later decides to delete
the parent folder of the file. I tried this out with command line client as well as Tortoise 1.6.5 .

Folder structure:

- Folder1

o Folder2
- File

1. Delete file

2. Commit changes

3. Delete folder2

4. Commit changes

Result:
Working copy out of date. If the user then does a SVN Update he ends up in a
tree conflict with the Folder2.

My question:
Is it really supposed to be this way? What the user can do is a SVN Update after deleting File however
I'm wondering why since he should be in synch with the repository.
