Server errors from CollabNet Subversion Server 1.6.5

I'm seeing server errors under Subversion 1.6.5 (on Windows 2003 R2) after
upgrading from Subversion 1.5.7. This is on a server that had been running
reliably prior to the upgrade.

Here's an example of the output from the Apache error log (CollabNet
Subversion Server 1.6.5):

This error results in the client receiving (CollabNet Subversion Client
1.6.5):

Error: Can't create checkout: x:\my\wc\path\.

svn: REPORT of '/srcrepos/!svn/vcc/default': Could not read chunk size:
connection was closed by server (http://svnserver)

I'm also seeing these errors in the Apache error log:

base64 data: APR does not understand this error code [500, #620018]

Any ideas?
