Unable to drop empty revisions

Hi!

I need to get rid of empty revisions in a repository that was filtered to only include 'project'.
Running the following command has no effect:

$ svndumpfilter --renumber-revs --drop-empty-revs include project <project.dump >project.dump.slim

What am I doing wrong?
