Well, I think my suggestion is an improvement for svn and this change of
svn client side behavior would cause no harm to any existing svn users
in the real world while benefiting those with limited bandwidth. So I
still think it is worthy and tried posting it here again.

In case no svn developers think it worthy to make this change, I will go
back to mute on this issue. Hope nobody is harmed.
