No, I have tried it long before, on svn 1.5.x and 1.6.x; --force does
help. It seems, --force just cope with those UNVERSIONED files which is
allowed to be overwritten by a checkout.

And what makes me really curious is the Subversion dev team doesn't care
about this as well, from this thread from Sep 2006.
