SVN update problems, skips updates and files, II

People may remember I had svn problems before (or check previous threads)

Well, it happened again

This time, it has shown itself very clearly.

A person added a file in a directory. Adding this file resulted in revision 218

The file shows up in the repository (web, svn log, etc)

Another person updates their working copy (the concerning directory),
(tortoise) svn shows 'Updated to revision 218'. File doesn't show up.

Svn properties in the directory show 'revision 218'

Attempts to add it manually are met with an error in the server
(correct behavior)

This is subversion-1.5.4-3.x86_64 of F10

svn --version
svn, version 1.5.4 (r33841)
compiled Oct 27 2008, 05:40:40
