Without know how your router and the rest of the stuff is connected up
it's hard to know what to suggest.  Do you have other services running
on the server e.g web server that you can try and get to? or can you
browse folders/files on that machine?  Did you try and ping it al all?

Dan:  RESOLVED!  OK I want to seriously curse out Windows right now, but I know it's all user error.  I opened up my console to check available harddrive slots (considering adding a new one for the OS) and I decided to take out the floppy drive (yes, I know it's sad that I opted for a floppy)  After booting up I opened the BIOS and turned off the floppy, and decided to speed up the harddrive for good measure.

After rebooting, Windows informed me that I had new hardware (eh?)  So I investigated and it was a PCI Communications Device.  After going to Dell and installing the driver, I learned it was the modem missing a driver.  Now I would like to think that it would have told me last night if my modem (which i never use) driver went awol, but alas, here I was, driverless.

After installing it, I thought, for kicks, I would check out the SVN again.  By god if it didn't work like nothing had ever happened.  I can communicate across the server, remotely from another computer, the works.  I don't know if either of you can explain how the MODEM was involved, but perhaps my problem will help someone else in the future.

Thank you guys so much for all your help.  I know I was a bit aloof in my knowledge of how things work, but you're guidance really helped me move the process along.  I appreciate your patience in this matter.  Thank again, a thousand times thanks.
