You use a post-commit hook?

We use a pre-commit hook, and simply
fail the commit if the developer added a
file that needs a svn:eol-style property,
but forgot to add one.

We have a standard configuration file
on our wiki, so the developers can easily
setup the auto-properties on their client.

It only takes one or two failed commits before
the developers get the hint.

The complaints have been minimal since
we explained this policy to the developers.
They understand the policy, and I made
sure it is easy for the developers to carry out.
