Subversion 1.3.2 is very old; you should use the current version of
Subversion, which is 1.6.3. Newer versions of TortoiseSVN are also
available from their web site.

I would not have expected file:-protocol access to fail. What error
message did you get, for any of these? Since we cannot help you with
TortoiseSVN on this list, you should use the svn command line client,
and show us what command you typed along with its output.

I do not know Windows so I cannot speculate about that. But you
should be able to determine, using whatever facilities exist for this
purpose on Windows, whether a program called "svnserve" is running.
