It's just a shot in the dark, but could it be that the hosts file (in
Windows - or Winnt - \system32\drivers\etc\) is hosed up by the
power failure? It should contain at least the following line:

127.0.0.1 localhost

Another line might be something like

[myIP] localhost

or

[myIP] www.example.com

where www.example.com stands for the name of your machine in
the workgroup.
