More additional information of the environment for debug purpose:

1. SVN server 1.5.2.
2. TSVN 1.6.1.
3. Collabnet command line client 1.6.0.
4. Windows XP Pro SP2.

This issue does not happen to new checkout directory. Only directory that
has been there for a while (yes i know this is very vague). We did not know
why the new check out works, and we did not know what is causing the
directory not working anymore.
