Minimum Apache settings for anonymous, read-only access for HTTP on subversion 1.6.3 using FSFS

The published /etc/httpd/conf.d/subversion.conf file that comes with
the RPMforge version of subversion-1.6.3 seems unsuitable for
anonymous access. I'd love to be able to provide the absolute minimum
privileges necessary, enforced by a restrictive subversion.conf, but
the existing one seems to grant more privileges than necessary.

What is the *minimum* necessary to allow anonymous access?
