svn switch returns REPORT of '': 200 OK

Hi,

When trying to use svn switch to a http:// URL that does not exist in HEAD, svn returns

svn: REPORT of '<path>!svn/vcc/default': 200 OK (<URL>).

If I try to do the same locally with file:// URL, svn returns:

svn: Target path '<path>' does not exist

Using svn 1.6.2 with Apache.

Is there a fix for this?
