Secure connection truncated

I'm trying to import gpsd sources into an existing repository and
getting an odd error. I'm pasting in the real data except for changing
hostname and repo path to foo and bar. The error is:

svn: PUT of '/svn/bar/!svn/wrk/3a0993dc-f26f-de11-b557-000476353fb4/extern/gpsd/vendor/2.40dev.20090713/libgpsd.xml': SSL negotiation failed: Secure connection truncated (https://foo.ir.bbn.com)

this has persisted through restarting apache, rebuilding neon, apache
and everything that depends on it, and rebooting the server. Until this
the server has been totally reliable, handling multimegabyte powerpoint
and tons of course (du in the repo is 8G). Other than this I am seeing
no other problems.

I searched for the error, and the only reported cause seems to be ssl
version mismatch. I have rebuilt everything just in case. I only have
ssl from the base system installed.

The machine is

  NetBSD 5.0 i386
  8 cpu, 16G RAM, plenty of disk

and

neon-0.28.3 HTTP and WebDAV client library
subversion-base-1.5.6nb3 Version control system, base programs and libraries
apache-2.2.11nb5 Apache HTTP (Web) server, version 2.2
ap22-subversion-1.5.6nb1 WebDAV server (Apache module) for Subversion
py25-subversion-1.5.6nb1 Python bindings and tools for Subversion
ap22-py25-wsgi-2.4 WSGI module for apache

plus trac. Everything is over ssl with digest auth.

The server error log shows:
