SVN 1.6 "403 Forbidden"

SVN 1.6.3, Tortoise 1.6.3 upgraded from working SVN 1.5, tortoise 1.5.
Apache 2.2.9, Windows 2000.
Copied over the *.so files from subversion to apache.
Whether I use old working copy or newly created working copy I get the same
result.
If edit an existing versioned file then commit is successful.
If I add properties to a directory or add a new file then commit fails with
Commit failed (details follow):
Server sent unexpected return value (403 Forbidden) in response to CHECKOUT
request for '/svn/nec/!svn/ver/9'
I have rw for the directories on access control.
Error from apache error log is

I saw a previous posting about using --username on the command line - tried
that; still failed.
Updates do work.

What have I done wrong. Just to repeat thi sworked under 1.5.
