You will want to use a peg revision (as opposed to the usual
operative revision) to copy the branch back from a revision in which
it did exist. You can read about peg revisions in the book:

If you need help specifically with how to use peg revisions in
eclipse or TortoiseSVN, you should ask in their support venues.
