post-commit hook for windows (redmine)

Hi
I'm looking for a post-commit Hook on Windows to work with Redmine. Does anyone know if there ist an existing hook for Subversion (windows), that can automatic close a ticket if someone writes 'fixes #3' or something like that? I could not find anything yet.
