TSVN has their own mailing list where this question would be more
appropriate. What probably happened is you're running Windows 2008
64-bit, and installed the 32-bit TSVN. Download & install the 64-Bit
TSVN and you'll be set.
I do not recommend TSVN on servers in the first place, especially a
Subversion server where it would be redundant.
