'svn help' fails with SASL error on CentOS 4 with subversion-1.6.3

I've built subversion-1.6.3 in a local RPM for x86_64 CentOS 4, and
the 'help' command doesn't work.

> svn help
svn: Could not initialize the SASL library

I'll test the i386 versions if I can find time today, but I'm hoping
this is a familiar issue and we can solve it quickly. I certainly
wouldn't want to send in the patches to get it on RPMforge until it
worked better.
