svnversion ..\.. says "modified" on up-to-date WC

On Windows XP, I've got a working copy (about 2.4 GB) of a repository,
checked-out with TortoiseSVN 1.6.3.

I'm making a build (using Inno Setup) that uses the command 'svnversion
..\..' to get the SVN revision of the working copy. But it's returning
e.g. "1773M" even when the WC is up-to-date. But, if I do 'cd ..\..'
followed by 'svnversion', it tells me "1773".

Is this a bug, do you think?

This also happens on Win2k with a separate WC of the same repository,
checked-out and updated over some time with various versions of
TortoiseSVN from 1.4.x to present.
