Have you looked into things like WanDisco (http://www.wandisco.com/),
pushmi (http://search.cpan.org/~clkao/Pushmi-v0.991.0/lib/Pushmi.pm) or
SVK (http://svk.elixus.org/view/HomePage)

These all provide 2-way replication for SVN repositories, so you can
write to the slaves. (note: I've not used any of them, so I don't know
how tolerant they are of conflicts).
