The hook scripts run on the server, so it doesn't matter what program
you use as a client.

If you're asking whether TortoiseSVN lets you enter a message when
you lock a file, I don't know; I don't use an operating system that
can run TortoiseSVN, so you'll have to ask on the TortoiseSVN mailing
list.
