Permission denied errors using swinstall to install SVN on Unix

All,
I am trying to install SVN on an HP-UX 11i v2(HP-UX 11.23) Itanium 2 Unix server. I have to use 'swinstall' command to install any package on HPUX box and I need root privilege for this. My first attempt was following the directions using the install binary package found here:
http://hpux.connect.org.uk/hppd/answers/5-6.html
However this failed as I could not run 'swinstall' as I don't have root access.
I then tried installing SVN from the source code using directions found here:
I could not install the dependent applications (apr, apr_util, expat, etc.) using the 'swinstall' for the same reason - no root access. (I downloaded these packages from here: http://hpux.connect.org.uk/hppd/hpux/Development/Tools/ ). Is there a way I can run 'swinstall' without root privileges?
The error I get is "You do not have the required permissions to select this target".
The line from swagentd.log states:
Any advice or links to a solution to this problem would be greatly appreciated.
