Question regarding content of svnperms.conf

Hi,

my goal is to prevent commits on tags folders. We are using a multiple project layout of the repository like this:

/projectA
  /subproject1
    /branches
      /...
    /tags
      /...
    /trunk
/projectB
  /branches
    /...
  /tags
    /...
  /trunk

I've found several postings regarding this problem. They all mention pre-commit hook "svnperms.py" as solution. But I'm able to get the accompanied svnperms.conf right - I even can not figure out precisely what is meant by each line in the "svnperms.conf.example".

Is there anybody out there able to get me understand this configuration file? Or post a link to a page or something like that?
