libsvnjavahl

I'm looking into using subversion with tortoise. Someone in our group
has suggested that I need to have libsvnjavahl.dll in
c:{subversion_home}\bin. I removed this .dll from my subversion
installation directory altogether and things seem to work fine. When I
search the web, it seems like this .dll file is always mentioned in
conjunction with using subclipse, which we are not using. Do I need
this file if I'm only using subversion with tortoise? Thanks.
