svn: error while loading shared libraries: libpq.so.3: cannot open shared object file: No such file or directory

I had installed svn on my shared hosting account (bluehost). It working
until now when I get the error svn: error while loading shared libraries:
libpq.so.3: cannot open shared object file: No such file or directory. I had
asked them if anything changed on the server and they responded that they
recently upgraded postrgresql.
What dependency does subversion have on postresql?
